Phoenix New Horizon is a post-apocalyptic worker-placement game about constructing the energy and urban systems that will support humanity’s return. Workers are trained into different specialties, and each type opens a distinct tier of actions, so upgrading a workforce is as important as placing it. Players extend power connections across a shared network, establish new cities, produce income, fulfill contracts, and pursue development goals that reward coherent infrastructure. Action spaces become more valuable as the game advances, but access is competitive and the order in which you promote workers can determine which opportunities remain available. Variable setup changes the geography and incentives from one session to the next, while the solo mode uses the same economic puzzle against an automated rival. The game combines approachable placement rules with deep sequencing decisions: every connection can unlock revenue, satisfy a contract, or create the route needed for a more ambitious project several turns later.
