The City of Kings is a cooperative fantasy adventure built around exploration, resource management, and puzzle-like combat. One to four players choose from six heroes, customize a broad set of statistics, and unlock twelve distinct skills per hero. Each scenario or story begins from the City and expands as modular tiles reveal resources, hazards, traders, building sites, side quests, and persistent creatures. Heroes spend action points to move, explore, interact, attack, heal, or support one another; their workers gather resources and help construct the infrastructure the group needs. Enemy statistics and abilities are assembled dynamically, creating millions of possible creatures whose exact attack patterns must be solved through positioning, range, terrain, healing, and team roles. Most combat is deterministic—an attack stat of five deals five damage—although players may invest in an optional luck stat that introduces dice. Seven linked stories provide narrative objectives, while twelve scenarios offer shorter repeatable challenges. The time track keeps every detour costly, so the group must decide when to gather, shop, quest, and fight rather than trying to complete everything on the map.
